   and efficiency while reducing waste.1 Greater use of HPC modeling
   and simulation by U.S. manufacturers is therefore critical to creating
   and keeping good, high-paying jobs, strengthening and growing the U.S.
   manufacturing base and addressing the 21st century problems facing
   the U.S. and the world. Structural barriers and obstacles are
   preventing this from happening."
